At some point he'll have to learn to make better choices for himself and not depend on other people to bail him out of trouble. (I have a cousin like this.) If it were me, I don't think I'd let him stay at my house since he's not been respectful or trustworthy in the past (unless he's had a big change of heart and then I might give him 1 chance to prove himself).
